AFFEC stuff:

OUR MISSION is to find loving, permanent families for every waiting foster child.

ACE   Advocate---Connect---Educate

ORS 418.575-598 is SB 964 as codified. There are three apparent main points: (1) AFFEC is a county partner ---ORS 418.575(3); (2) family finding is a Strengthening, Preserving and Unifying Families program ---ORS 418.580(3)(j); and (3) DHS and juvenile court must explain in writing why family finding, if not done, was not in the best interests of the child ---ORS 418.595(2).

National Council For Adoption article by Nick Zill re: adoption vs. foster care cost/benefit information

GREAT video (12 minutes long / Molly McGrath Tierney was the Director for the Baltimore City Department of Social Services, managing the City's child welfare and public assistance programs. Over the past six years, she has led a massive reform effort to dramatically improve the impact of services to vulnerable citizens of Baltimore. Molly's work is considered a national model for modern social services.)
